Who decides

Each year the Mayor sends the Council a budget message. It lists spending priorities. The Council holds a hearing and votes to approve it, sometimes with changes. The City Manager then writes a full budget that follows that message. The budget must be balanced. The Council must hold its own public hearing before it adopts the budget. Adoption takes at least 6 of 11 votes. 11 seats — Mayor (at-large) + 10 district Council members, 4-year terms.
