The LACOE Superintendent holds the school board's legal rights, duties and powers. That is Ed. Code section 41326(b). The Superintendent named County Administrator Dr. James Morris to use those powers. The elected Board serves as an advisory body. It has no rights, duties or powers under section 41326(d)(1). Control moved from the State Superintendent (SB 533, 2012) to LACOE (AB 1840, 2018). Five elected trustees, one per trustee area, statutory four-year terms.

State law sets the school budget calendar. The board holds a public hearing on the budget. It adopts the budget by July 1. It files the budget with the county superintendent by then. The county superintendent rules on the budget by September 15. At Inglewood, the County Administrator does the board's budget work. That is under Ed. Code section 41326.
