Who decides
The City Council decides the budget the Mayor proposes. The Mayor files it with Council before its first committee meeting in July. The City's timeline says July 15. It can be later: 15 days after property values are certified. A Council finance committee holds hearings and can change it. The full Council then holds two public hearings. Council usually adopts the final budget and tax rates at its last September meeting. The fiscal year starts October 1. 19 City Council seats: 14 district + 5 at-large, 4-year terms.
