Who decides

The Mayor is the executive of both the city and Marion County. The City-County Council makes the laws for both. When decisions happen

City and county offices prepare budget estimates by early July. They go to the city controller. The controller checks them and reports to the executive. The executive decides what amounts to propose. The controller then drafts the spending and tax-rate plans. These go to the city clerk. That is due by the Council's first August meeting. By law the budget, tax rate and levy must be fixed by November 1.
