Who decides
HCDE continues as a county system. This is under former Education Code Chapter 17. The basis is Section 11.301. Its Board of Trustees has seven members. It adopts the annual budget before August 31. It also sets HCDE's tax rate. This follows the Property Tax Code hearing and notice process. Four trustees represent commissioner precincts. Three trustees are elected at-large countywide. Seven trustees: four by precinct, three at-large, six-year terms.
