Who decides

Charlotte uses the council-manager system. The City Manager runs the city day to day. The Manager is the budget officer and prepares the budget. State law says the budget goes to Council by June 1. Council holds a public hearing before it adopts the budget. Anyone who wishes to be heard may speak. Council may adopt it no earlier than 10 days after it is presented, and by July 1. 11 Council seats: 7 by district, 4 at-large, 2-year terms.
