An elected 9-member Board of Trustees governs HISD. This is under Education Code Section 11.051. Trustees are elected from single-member districts. The Commissioner of Education appointed a Board of Managers. This began June 1, 2023. It is under chapter 39A. The trustees' powers are suspended. This lasts for the appointment period. The Board of Managers adopts HISD's budget. It also sets the tax rate. The Commissioner extended the appointment. The new end date is June 1, 2027. The board is appointed, not elected.

HISD's fiscal year begins July 1. The Board gets the recommended budget each June. The District posts a public hearing notice in the Houston Chronicle. This is at least 10 days before the hearing. The Board of Managers holds the trustees' budget powers. It adopts the budget before the tax rate. State law sets the tax rate deadline. The deadline is Sept. 30 or 60 days after the certified appraisal roll.

Residents register in advance to speak on agenda items at Board meetings. They register through the eComment system. It is linked from the District's Legistar meeting calendar.
