Water Code §54.101 (statutes.capitol.texas.gov)When decisions happen
Water Code §49.158 lets San Antonio MUD 1's board set its own fiscal year by resolution. It can change that at most once every 24 months. §49.057(b) requires an annual budget. Before adopting a tax rate the board must give public notice of a tax hearing (§49.236). Tax Code §26.05 does not apply to this tax (§49.107(g)).
How to reach it
Water Code §49.062 requires San Antonio MUD 1 to keep an office. Under §49.063 the board gives notice of its meetings as the Open Meetings Act (Gov't Code ch. 551) sets out. If the district has no meeting place inside it, the notice is posted at a public place inside the district. The phone and mailing address come from TCEQ's Water District Database.
About this kind of government
Districts of this kind are usually created before the first house in a new area is sold. They borrow to build pipes and roads and tax the homes to repay it. Rates often start high and fall as the debt is paid down.
